SIGNED: Proposed Rule for Surface Coating of Plastic Parts for Business Machines NSPS Review

June 1, 2022, the EPA Administrator signed proposed amendments to the Surface Coating of Plastic Parts for Business Machines New Source Performance Standards (NSPS). EPA determined that there are emission reduction techniques used in practice that achieve greater emission reductions than those required by NSPS subpart TTT for surface coating operations. Accordingly, EPA is proposing emission limits for volatile organic compounds (VOCs) under a new subpart TTTa for affected facilities that commence construction, reconstruction, or modification after the date of publication of this proposal in the Federal Register. EPA is not, however, expecting any new, modified, or reconstructed facilities to perform surface coating of plastic parts for business machines over the next 8 years. EPA is also proposing minor changes that are not expected to yield any reductions in emissions but will update and clarify the NSPS.
