New Source Performance Standards (NSPS) for Automobile and Light Duty Truck (ALDT) Surface Coating Operations

On May 1, 2023, the U.S. Environmental Protection Agency (EPA) finalized amendments to the New Source Performance Standards (NSPS) for Automobile and Light Duty Truck (ALDT) Surface Coating Operations. The ALDT surface coating source category includes three primary surface coating operations at automobile and light-duty truck assembly plants: the prime coat, guide coat, and topcoat operations. EPA determined that there are emission reduction techniques used in practice that achieve greater emission reductions than those required by the NSPS at 40 CFR part 60, subpart MM. Accordingly, EPA is finalizing emission limits for volatile organic compounds (VOCs) under a new subpart MMa for affected facilities that commence construction, reconstruction, or modification after May 18, 2022 (the date of publication of the proposed action in the Federal Register). Under the new subpart MMa, EPA also finalized requirements that harmonize the new NSPS with the Automobile and Light Duty Truck Surface Coating National Emission Standards for Hazardous Air Pollutants (ALDT NESHAP), such as to specify work practices to minimize VOC emissions and to require that the standards apply at all times, including during periods of startup, shutdown, and malfunction.
