Polyether Polyols Production Industry
National Emission Standards for Hazardous Air Pollutants Upcoming Rulemaking

The U. S. Environmental Protection Agency (EPA) is currently assessing the Polyether Polyols Production (PEPO) National Emission Standards for Hazardous Air Pollutants (NESHAP) and expects to propose a rulemaking in 2024. Across the United States, there are approximately 25 PEPO chemical plants that use ethylene oxide (EtO), propylene oxide, or other cyclic ethers to produce polyether polyols. Typically, polyether polyols do not have significant uses on their own but are used to make other products such as surfactants, surface coatings, lubricants, adhesives, sealants, cosmetics, pharmaceuticals, and feedstock polymers for polyurethanes production. When EtO is used by chemical plants, some of it may be released into the air. Scientific evidence indicates that regular exposure to EtO over many years increases the risk of certain types of cancers in humans.
To help our stakeholders gain a better understanding of this anticipated rulemaking, EPA will host an informational webinar to provide an overview of the industry sector, potential considerations for this proposal, and an opportunity to participate in a Q&A session. This webinar is FREE and open to the public and will be held using Zoom. A toll-free call-in number will also be available.
