U.S. EPA Proposes Amendments to the Standards of Performance for Volatile Organic Liquid Storage Vessels

September 28, 2023, the U.S. Environmental Protection Agency (EPA) proposed amendments to update and strengthen the Standards of Performance for Volatile Organic Liquid Storage Vessels (Including Petroleum Liquid Storage Vessels) as the preliminary results of the review of the new source performance standards (NSPS) required by the Clean Air Act. The proposed amendments would help to reduce emissions of volatile organic compounds (VOC) and other hazardous air pollutants. If finalized, the proposal would establish more protective standards for VOC emissions from storage vessels, including floating roof storage vessel and storage vessel that utilized closed vent systems and control.
