Join us for a timely and insight‑packed session on the Endangerment Findings and the sweeping implications of their recent repeal. Liza Starr will discuss the background that led to the Endangerment Finding adoption, the finding itself and an overview of the motor vehicle GHG rules that followed.  She will talk about the basis for the rescission action and give a brief overview of the claims that have been filed challenging the action.  

Chris Perzan will discuss the practical impact of these actions, focusing on the repealed GHG vehicle rules.  These actions will impact consumers and heavy-duty fleets and companies with exposure to on-highway logistics.  The talk will consider the broad impacts on fuel economy, trade including US alignment with global requirements, emission warranties, the remaining corporate average fuel economy rules, OEM product planning, and corporate sustainability programs including scope 3 GHG targets.

Liza is an attorney at Jenner & Block LLP. Liza regularly litigates high-stakes federal cases involving constitutional and administrative law, specializing in energy and environmental issues. 

 

Previously, Liza served as Director for International Economics at the White House National Security Council, where she advised senior Biden Administration officials on clean energy, trade, and overseas investment. She began her career as a strategy consultant, helping governments, nonprofits, and philanthropies to solve urgent social and environmental problems.

 

A former Supreme Court and DC Circuit clerk, Liza graduated from Stanford Law School and holds an MBA from Stanford Graduate School of Business.

Chris Perzan is an environmental and sustainability lawyer in Chicago in his own firm, Kyndenos LLC.  He was formerly in-house counsel and head of environment & sustainability at a large, global heavy-duty truck and bus manufacturer with responsibility for environmental compliance and sustainability strategy.  He worked on the adoption and implementation of all three EPA heavy duty greenhouse gas rules covering heavy duty motor vehicles and oversaw full scope 1, 2 and 3 corporate GHG calculation.  He also previously served as an attorney at Illinois EPA and the Illinois Attorney General's Office and is a graduate of Washington University School of Law in St. Louis.
